You are put through to an independent contractor who holds whatever licences, registrations and permits this trade and California require for the job, carries its own insurance, and actually works in San Jose. Ask to see the paperwork before work starts — any contractor worth hiring expects the question.
One call fixes a bad match
A contractor who misses the appointment or rubs you the wrong way is a reason to call back, not to give up. Ask for a different one; it costs nothing and nobody will argue.
